Airborne Laser Scanning System

The National Land Survey of Finland

The object of the agreement is to acquire one new (1) Laser Scanning System defined in the Invitation to tender and its Appendices.
Laser Scanning System includes following items:
— laser scanner,
— control system,
—— system electronics,
—— mass memory,
—— operator interface,
— integrated GNSS/IMU positioning and orientation system,
— navigation system,
—— pilot guidance device,
—— connection to the GNSS/IMU system,
—— it is an advantage, if the navigation system can control both laser scanning and ZI Imaging DMC camera system together. Both systems will be installed to the same aircraft and used simultaneously,
— download station, if the mass memory cannot be connected to the standard computer,
— IMU stabilized mount,
— rigid shipping containers for all products.
Software for:
— flight planning and management,
—— metadata for IlmaRekisteri (NLS metadata software),
—— navigation software,
—— connection to the ZI Inflight flight management system. Flight management system for DMC camera,
— GNSS/IMU processing,
— laser point post processing,
—— connection to current software packages: TerraSolid, IlmaRekisteri,
—— tools for system calibration.
This agreement includes the following services:
— software installation,
— aircraft installation,
— training,
— maintenance (hardware and software).
The duration of the Maintenance Contract shall be five years. The Maintenance Contract shall come into force after the warranty period of two years has ended.

Vaihtoehtojen kuvaus:

This agreement includes the following options:

One (1) medium format Digital Camera which would be used with the laser scanning system. The camera will be installed to the same sensor hole as the laser scanning system.

Two (2) medium format digital cameras which would be used with laser scanning system. These cameras will be installed to the same sensor hole as the laser scanning system. Cameras must be suitable for high quality mapping.

One (1) Full Waveform Digitizer.

Two software licenses for image processing. Processing must include radiometric and geometric corrections.

Maintenance and support for the above-mentioned optional hardware and software (separately for each option).

Osallistumisehdot
Kelpoisuus harjoittaa ammattitoimintaa:

The tenderer shall be registered in the professional or trade register (in Finland the Trade Register maintained by the National Board of Patents and Registration of Finland).

If later requested by NLS, the winner of the tender competition is obliged to present relevant certificates (company registration document) before signing of the contract.

Taloudellinen ja rahoituksellinen asema:

The tenderer’s economic capacity and solvency shall be such that its credit rating by Dun & Bradstreet’s is in the risk class of 1-4 at the end of the tendering period or it is considered to be equivalent on the basis of the financial statements or other corresponding statements.

The tenderer assures:

1) that it has paid all the taxes and social security payments; and if there is tax debt or unpaid social security payments, the tenderer shall provide all necessary statements (scheme of payment) if requested.

2) that a person having powers of representation, decision or control in respect of the tenderer has not been convicted by judgement that has the force of res judicata for any offence concerning his professional conduct.

3) that it is has taken into account, when drawing up its tender, the obligations relating to taxes, environmental protection, employment protection and the working conditions which are in force in the place where the service is to be provided.

References.

The tenderer has experience on providing the products specified in the invitation to tender during the past three years. The tenderer shall have at least ten (10) laser scanner deliveries during the past three years including maintenance out of which three (3) systems are installed into a plane with a pressurized cabin. If the tender is made as a group, members of the group shall fill the requirements together.

All the references should have the following information:

— enterprise or body for whom the delivery was carried out,

— description of the delivery (including maintenance),

— date of the delivery,

— contact person (name and position, phone, e-mail, address).

Subcontracting.

Subcontractors’ resources which are listed in the tender shall be available to the tenderer. The tenderer commits to the terms and conditions concerning subcontracting presented in appendix 4 (contract draft). The subcontractors listed on this tender form will be named in the contract. The supplier’s possibility to erase and/or add subcontractors is restricted (see contract draft).

The tenderer shall list the subcontractors which take part in providing the services that are specified in this invitation to tender (for example maintenance).

The tenderer shall provide the following information of its’ subcontractors:

— name of the company,

— Company registration number/VAT number,

— contact person (name and position, phone, e-mail, address,

— description on how the subcontractor take part on the services that are the object of the contract.
