Fortum Power and Heat Oy is planning to improve the existing district heat production capacity by installing a new combined heat and power plant (the CHP Plant) to cover the base district heat load of the city of Järvenpää, Finland.
The power plant concept consists of 76 MW fuel-power BFB boiler plant and 23 MW electric power steam turbine generator plant. The new plant is planned to be in commercial operation in the middle of year 2013.
This supply consists of District heat, condensate and process pumps.

Osallistumisehdot
Kelpoisuus harjoittaa ammattitoimintaa:

The Tenderer should submit:

(a) copies of registration documents demonstrating that the Tenderer is registered in any professional or commercial register or similar register according to home country laws/regulations.

(b) a statement that the Tenderer is not declared insolvent, not subject to liquidation and its commercial operations are not suspended or terminated issued by the state enterprise registration authority not earlier than 30 days before the deadline for submission of tenders. In the statement shall be also stated the persons which have the rights to sign documents on behalf of the company;

(c) a statement issued by the State Revenue Service (for foreign Tenderers – a statement issued by the corresponding state institution) that the Tenderer has registered as a taxpayer and has fulfilled his budgetary liabilities, that is issued not earlier than 30 days before the Tender submission deadline;

(d) list of the Tenderer’s proceeding which demonstrates that the Tenderer is not at fault in inadequate performance of contracts.

(e) if the Tenderer offers to supply under the contract any goods which the Tenderer or its parent company or any of its associated companies does not manufacture or otherwise produce, the

Tenderer has been duly authorised by the manufacturer to supply the goods in the country of the Customer.

(f) A declaration from a competent authority confirming that they are not in one of the situations described below:

— they are bankrupt or being wound up, are having their affairs administered by the courts, have entered into an arrangement with creditors, have suspended business activities, are the subject of proceedings concerning those matters, or are in any analogous situation arising from a similar procedure provided for in national legislation or regulations,

— they have been convicted of an offence concerning their professional conduct by a judgment which has the force of res. judicata.

Taloudellinen ja rahoituksellinen asema:

The Tenderer has adequate economical and financial strength in relation to the scope of the contract.

The Tenderer submits a copy of Tenderer’s profit (loss) report and balance sheet for the last 2 years.

Fortum reserves the right to make a credit control of the Tenderer.

Tekninen ja ammatillinen pätevyys:

The Tenderer shall have experience related with this procurement during the recent 5 years or since his registration day (if the Tenderer has been operating for less than 5 years).

A list of implemented projects with the implementation date, project value, size, principal deliveries characteristics, client’s name and contact information.
