Fortum Sähkönsiirto Oy

The scope of the procurement is a delivery and implementation of a BPM platform to be used within Fortum ESD Network Operation for case management built on harmonized processes on Nordic level. Number of users is estimated to 100.
The BPM product should meet requirements on integrated process modelling and process execution capabilities as well as support for measurement and analyze of process performance.
The current assumption is that the presentation environment will be integrated in Microsoft Share Point using Web Part technology. Building on other technologies allready implemented at Fortum could also be an option.
The process solution will be integrated with several Fortum systems (especially SCADA/DMS systems) using MQ and Web Service interfaces. Integration on GUI level will also be within the scope (e.g. geographical map integration).
The delivery should cover:
— implementation of a suitable BPM/Case management product including development, test and production environments,
— basic training of Fortum BPM administrators,
— implementation of a defined set of case types, together with work order process and needed integrations.
The main processes to implement in form of cases are: Outage management and "Planned work with network" management. A small number of complementary processes will also be within the scope.
The implementation is planned to take place during 2012-2013.
Please note that purchasing entity used in the advertisement is only one of the legal entities that will be part of the procurement. This procurement in done for the whole Fortum ESD divison and the following legal entities will be part of the total scope: Fortum Sähkönsiirto OY (FI), Fortum Espoo Distribution OY (FI), Fortum Distribution AB (SE), Fortum Distribution AS (NO).
In Norway Fortum Distribution AS have established a joint operations centre together with the following legal entities: Fredrikstad EnergiNett AS, Askøy Energi AS and Energi 1 Follo Røyken AS. The BPM platform will be implemented and used by all these legal entities in the common operations centre.
Note also that the buyer reserves the right that also other legal entities in Fortum Corporation shall have the possibility to implement the system and buy system licences.

1. The supplier shall fulfill the following requirements:
A. is not bankrupt or being wound up, his affairs are not being administered by the court, he has not entered into an arrangement with his creditors, he has not suspended payments, or he is not subject to an injunction against carrying on business;
B. is not the subject of proceedings for a declaration of bankruptcy, for an order for compulsory winding up or administration by court or for an arrangement with creditors or similar proceedings;
C. has not been convicted of an offence concerning his professional conduct;
D. has not been guilty of grave professional misconduct and the purchasing part can show this;
E. has fulfilled obligations relating to the payment of social insurance fees or taxes in the country in which he is established or the country in which the procurement takes place or;
F. has not in some essential way deliberately not given requested information or deliberately given the wrong information that is requested according to this law.
2. The supplier shall be registered in the country in which he is trading according to the country´s regulations about company registration, registers of traders or similar registers.
In the application to participate the supplier shall send in the following information:
— company registration certificate, or corresponding,
— written statement by an authorized representative of the supplier that the conditions in II 2.1 A-F are met.

3. Adequate financial and economical strengt, meaning group turnover of minimum 20 MEUR as an average per year during the last 3 years.
In the application to participate the supplier shall send in the following information:
— annual financial report for the last 3 years.
Tekninen ja ammatillinen pätevyys:
4. The supplier shall have documented experience of delivering and implementation of BPM systems.
5. The supplier shall have a quality assurance system in conformance with the requirements set in ISO 9001 or similar.
In the application to participate the supplier shall send in the following information:
— references that at show the suppliers experience of delivering and implementation of at least two similar BPM implementations. The references shall include scope of delivery, timeframe and name of references,
— description of the quality system that the supplier work according to or copy of certificate.
To the extent that the requirements in 3-5 are not met by the supplier, it may rely on the resources of other undertaking(s) with which it is directly or indirectly linked through owership or through other appropriate contractual arrangements. In such a situation the supplier shall furnish proof that the requirements in 3-5 are met by that undertaking(s) and that the supplier is able to rely on the resources of that undertaking(s).

Fortum will invite approximately 3-8 suppliers to participate in the negoitated procurement round. In case more suppliers fulfil the qualification criterias than this amount Fortum will use the stated criterias in III 2) to select which suppliers that will get the RFP material.
