1) The Air Patrol Squadron of The Finnish Border Guard (the Buyer) intends to establish a maintenance contract of AS332 L1 Super Puma aircraft maintenance services over the years 2011-2015 (5 years) in the scope as requested hereinafter. (2) Number of aircraft is three (3) subject of this request. (3) The Buyer is the helicopter Operator. (4) The Buyer, in connection with the his maintenance and flight operations of the subject aircraft, requires the Service Provider to perform Maintenance Checks, Component Maintenance, Component overhauls & repairs, modification support and other maintenance services, which shall be confirmed upon between the Service Provider and the Buyer in the future Orders in accordance to the terms and conditions of the maintenance contract. (5) The Service Provider and the Buyer may agree also other maintenance services in accordance to the terms and conditions of the contract, that may be agreed upon with operator in future Orders. (6) During the term of the contract, the Service Provider shall undertake at its facilities; aircraft storage, maintenance, repair, modification and painting, services on the Buyer's owned aircraft, upon and according to the terms, conditions and provisions provided in the contract, and all maintenance services that may be agreed upon with the Buyer in future Orders; or (7) During the term of the contract, the Contractor shall undertake at its facilities; helicopter storage, maintenance, repair, modification and painting, services on the Operator's owned aircraft, upon and according to the terms, conditions and provisions provided in the contract, and all maintenance services that may be agreed upon with operator in future Orders; or (8)Alternatively, as an option of, in the Buyer’s facilities. (9) During the term of the Contract, the Buyer shall, pursuant to the Scope of the Services in the contract and upon an exclusive basis, undertake, to contract the same to the Service Provider, upon and according to the terms, conditions and provisions provided in the contract, and all Maintenance Services that may be agreed upon with the Buyer in future Orders. (10) The Finnish Border Guard/Air Patrol Squadron will act as the contracting authority. (11) An Open Procedure has been adopted for the award of public service contracts.

Following information and documents shall be attached to the Tender. Service provider not fulfilling requirements can lead to his exclusion from the contract procedure.
(a) Personal situation of service providers.
(1) Certificate issued by the competent in the Contracting State in which he is established to the effect that the service provider has fulfilled his obligations relating to the payment of taxes in accordance with the legal provisions of the country in which he is established, or declaration on oath or solemn declaration.

(1) Service provider shall have an Approval Certificate pursuant to Commission Regulation (EC) No 2042/2003, Part 145 for the maintenance and modification services proposed in the Tender. Copy of the certificate and capability shall be attached.
(2) Service provider shall have an approval certificate pursuant to Commission Regulation (EC) No 1702/2003, Part 21, Subpart J for the airworthiness and environmental certification of design organization for changes and repair. Copy of the certificate and capability shall be attached.

Sopimuksen toteuttaminen

The bank guarantee and reimburse shall be granted by the first-class bank;
